Design Note: The first one allows "minor casters" (who don't get dispel magic) to remove spell effects. The latter rounds out the "trio" of simple/complex/exotic.

Dispel Spell
Abjuration
Level: 3 (Simple)
Casting Time: Standard action
Range: Close (25 ft + 5 ft./level)
Target: One creature, object or spell
Duration: Instantaneous
Saving Throw: None
Spell Resistance: No
You can cast dispel spell to end spells cast on a creature, or object, or to counter an opposing caster’s spell. A dispelled spell ends as if its duration had expired. Some spells, as detailed in their descriptions, can’t be defeated by dispel magic. This spell cannot dispel supernatural abilities or suppress magic items, but it affects spell-like effects just as it affects spells.
Note: The effects of spells with Instantaneous durations can’t be dispelled, because the magical effect has already ended before dispel magic can take effect.
The target of the spell is one object, creature, or spell. Make a caster power check against the target spell. You must know which spell currently in effect on the target object or creature you wish to dispel (Spellcraft, DC 15 + the spell’s caster level).
If you target an object or creature that is the effect of an ongoing spell (such as a monster summoned by conjure energy creature), an opposed caster power check ends the spell that conjured the object or creature.
You automatically succeed at the dispel check against any spell that you cast.
Counterspell: The spell targets a spellcaster and is cast as a counterspell. (Refer to the Brandish Magical Might feat.) You must make an opposed caster power check to counter the other spellcaster’s spell.
This spell cannot dispel curses.
Diminished Effects: Range becomes Touch, and only targeted dispels against spells are possible. You make caster power checks at a –5 penalty.
Heightened Effects: You may cast this spell as a swift and immediate action.

Ready Dispel Magic
Abjuration [Dragon]
Level: 3 (Exotic)
Casting Time: Standard action
Range: touch
Target: one creature
Duration: Permanent
Saving Throw: Will negates
Spell Resistance: Yes (Object, harmless)
You imbue a creature with the ability to cast dispel magic once at any time in the future. Once cast, this spell ends. The target chooses when to cast the spell, and may do so as a free action that is a reaction to a spell cast upon it. The ready dispel magic uses the caster power check of the caster.
A creature may only have one such magical effect upon it at a time.
Diminished Effects: You target an object instead of a creature. The object may be carried. You choose when the spell activates as a free action, but must be within sight of it. You may only have one object enchanted with this spell on your person at a time.
Heightened Effects: Once this spell is cast and ends, the caster gains a +2 bonus to Touch AC and AC for 1 round/caster level.
